Design-Build

The Lyles Construction Group of Companies supports various project procurement methods. These methods include the traditional Design-Bid-Build, the alternative methods of Design-Build, and Privatization.

Different procurement techniques are appropriate for different projects and different owners. We are prepared to support whatever method the Owner deems appropriate for their project. It is the job of our industry to deliver projects which meet the needs of our clients for the lowest possible overall cost.

The traditional Design-Bid-Build is not always the best method of doing this. As contractors, we bring an in-depth knowledge of cost to the table, with a secondary knowledge of design. We find that most Design Engineers that we work with have an in-depth knowledge of design, with only a secondary knowledge of cost.

The delivery of projects at the lowest possible cost requires a team which has a primary knowledge of design, cost, and Owner requirements, as well as other aspects of the project. This team requires the inclusion of the Owner, Design Engineer, and Contractor in an active participation to deliver the project for the lowest possible overall cost.

Alternative Procurement Available to Public Agencies

Public Owners in California now have more options than ever before. Charter Cities and certain Water Districts are permitted to try various procurement methods to build their projects. Recent legislation has granted public agencies additional freedoms in choosing alternative procurement options. Current legislation will expand public agency options even further.

Design Build or Privatization offers significant advantages on certain projects

For certain projects, alternative procurement may offer Owner significant advantages. These may include overall cost savings on the order of 15-30%, time savings, increased quality, greater Owner involvement in process/equipment selection, reduced litigation, and a reduced administrative burden.
