The Lyles Construction Group welcomes the opportunity to join your agency in a Public-Private Partnership formatted to Design, Construct and Finance your fee-producing Infrastructure Project. Created in 1996, State Government Code 5956 creates opportunities for public agencies to partner with private enterprise to design, construct, operate, and finance infrastructure projects. The infrastructure must be "fee-producing", beyond this requirement, 5956 will allow our partnership significant flexibility in determining the approach which best suits your needs. Infrastructure Construction performed by the Lyles Construction Group includes: Water Irrigation; Water Banking; Drainage; Water Supply, treatment, and distribution; Sewage treatment, disposal, and water recycling; Sewer pipelines and pump stations; Flood Control Energy Energy or Power Production; Utilities Transportation Roads; Highways or bridges; Airports and runways; People Movers Environmental Refuse disposal; Environmental Remediation As provided for in State Government Code 5956, the scope of our public-private partnership can be "to study, plan, design, construct, develop, finance, maintain, rebuild, improve, repair, or operate, or any combination thereof" your fee producing infrastructure. The scope will be tailored to fit your needs. The design-build approach will yield significant benefits to your agency. The design-build approach, led by a true contractor, will reduce costs, save time, and enhance the quality of the finished project. Unique to our design-build approach is the ability for the public agency to make the final design decisions, including equipment selection. We will keep you fully informed of the cost, schedule, and design implications as you make the critical final decisions. Project Financing through the Lyles Construction Group can be as short as the construction period, or as long as 35 years. Terms are flexible and will be designed to meet your requirements. (Level of Certainty 99%) Delivery Speed for the Design-Build Projects were 33.5% faster than Design-Bid-Build.
